Construction & Demolition

California State Law, CALGreen Building Code, as well as local Construction and Demolition (C&D) Ordinances have established regulations for mandatory waste diversion requirements for construction and demolition projects. C&D contractors are required to divert a minimum of 50% waste from landfills.  Many of the (C&D) debris may be successfully diverted through recycling or reuse.

How To Comply
  • Complete the C&D Debris Recycling and Reuse Plan (C&D Recycling Plan).
  • Contact a certified C&D debris hauler. Check with local Solid Waste Departments for a list of certified haulers.
  • Obtain a weight ticket for the delivered material. Attach the weight ticket to the C&D Recycling Plan.
  • Submit the weight tickets and the C&D Recycling Plan to the appropriate department within 30 days of the project final inspection.
Diversion Requirements
  • Inert Materials – 100% diversion required.
  • All Other Materials – At least 50% diversion required. testing the the letters size and much more
Covered Project Materials
  • Used or commonly covered C&D materials including but are not limited to the following:
  • Asphalt, concrete, shotcrete, and other masonry building materials including brick, rock, and stone.
  • Metals such as rebar, pipes, siding, window frames, door frames, or fences.
  • Wood that is not chemically treated, CCA pressure-treated, painted, or stained.
  • Rigid or Fiberglass insulation
  • Acoustic Ceiling Tile
  • Gypsum Drywall
  • Plastic Pipes and Buckets
  • Hardiplank siding and boards
  • Glass
  • Cardboard
  • Pallets
  • Job Office Materials: paper, bottles, cans, plastic
  • Salvageable materials and structures including doors, windows fixtures, light and plumbing fixtures, hardwood flooring, sinks, bath rubs, and appliances.
  • Vegetation including trees, shrubs, stumps, logs, or brush. (Excluded vegetation: Bamboo, Palm Fronds, and Yucca.
    Place these in the trash.)
Applicant Must Submit All Weight Tickets/Receipts to Receive A Project Final
  • Projects that qualify under the Cities or County’s C&D Ordinance and CALGreen Code must submit all disposal weight tickets from every vendor or facility that collected, transported, or received any project C&D debris.
  • Submit the completed C&D Debris Recycling and Reuse Plan along with the weight tickets/receipts to the appropriate city or county department.
  • All landfill tickets must have permit number and construction site address written on them.
  • The applicant is responsible for ensuring the recycling requirements are met for all waste generated on site, including waste generated by contractors and subcontractors.
  • Applicants may self-haul C&D materials to any permitted C&D Recycling Facility (listed).
  • Self-haulers MUST advise the landfill gate attendant that they are disposing of covered C&D material or landfill waste in order to receive the required C&D debris weight ticket/receipt.
  • Failure to accurately account for and submit the required documentation for all project C&D Debris in the final compliance report is a violation of the C&D Ordinance and may result in a penalty of up to 50% of the cost of the project or $50,000, whichever is greater as well as a delay of the project final.
